Before establishing Grigsby Government Relations Associates, LLC, Garrett was Vice President for two years at the Russ Reid Company, a leading Washington, DC lobbying and government relations firm focused on marketing to the Federal Government for the non-profit sector.
Garrett served in senior positions at the U.S. Agency for International Development (USAID) from 2002-2006. In 2006, he served as Director of USAID’s Center of Faith-Based and Community Initiatives. As Director, he managed the President’s Faith-Based Initiative for international programs and was a key member of the State Department-USAID team that promoted and launched the New Partners Initiative (NPI) program. NPI was the Administration’s signature effort to bring into the funding process organizations new to the Federal Government’s effort to combat the spread of HIV/AIDS overseas.
From 2002-2005, Garrett was Deputy Assistant Administrator for the Bureau for Democracy, Conflict, and Humanitarian Assistance. Among his areas of responsibilities were humanitarian and disaster relief programs, including management of the Office of Food for Peace, American Schools and Hospitals Abroad, Office of Private and Voluntary Cooperation, and creation of the Volunteers for Prosperity program and the Humanitarian Information Unit.
Before joining USAID, Garrett served 11 years on the U.S. Senate Committee on Foreign Relations where, as Deputy Staff Director, his responsibilities included oversight of U.S. foreign assistance programs, including U.S. participation in the multilateral banks and international trade promotion programs such as the Trade & Development Agency (TDA) and the Overseas Private Investment Corporation (OPIC). He co-wrote and/or oversaw the passage of a number of seminal legislative initiatives, including authorization of the first international HIV/AIDS initiatives, the International Religious Freedom Act, Victims of Trafficking and Violence Protection Act, and the reauthorization of numerous U.S. foreign assistance programs.
Garrett conducted on-the-ground oversight of U.S. foreign aid programs and Embassy activities in 34 countries, including: Angola, Argentina, Bangladesh, Bolivia, Cambodia, China, Costa Rica, Eritrea, Ethiopia, Germany, Guatemala, Haiti, Honduras, India, Israel, Italy, Kenya, Mauritius, Mexico, Namibia, The Netherlands, Nicaragua, Philippines, Russia, Rwanda, South Africa, Spain, Sudan, Swaziland, Taiwan, Tanzania, Uganda, Vietnam and Zimbabwe.
Garrett is originally from Tennessee and for more than 20 years has made his home in the Washington, DC area. Outside of work, Garrett and his wife keep busy raising their 5 boys, ages 8 to 19.

Andrew Beck serves as Partnering Associate to GGRA, and is the proprietor of Bridge Government Relations LLC, which provides Federal Government relations consulting services to domestic non-profit organizations; health care organizations; municipalities and counties; and educational institutions.
Andrew Beck was formerly an Account Executive for the Russ Reid Company in Washington, DC. During that time, he served several faith-based, social service, humanitarian relief, and municipality clients.
From 1999–2006, Andrew served on the staff of Congressman Paul E. Gillmor (OH-05) in the US House of Representatives. As Legislative Director and Health Care Policy Advisor to Congressman Gillmor, a senior Member of the House Energy and Commerce and Financial Services Committees, Andrew spearheaded and implemented the Congressman‘s legislative agenda, drafted and facilitated the introduction of legislation signed into law, and helped to secure federal funding for numerous non-profit organizations, municipalities, and educational institutions.
In 2006, Andrew won the National Association of Community Health Center’s (NACHC) Distinguished Congressional Staff Award for his legislative work and dedication to assisting the nation’s medically uninsured and underserved.
Andrew began his career on Capitol Hill interning for Congressman Michael G. Oxley (OH-04). He is an Ohio native and lives in northern Virginia with his wife and son.
